Notice the structural shift at T4: the "education" requirement becomes the previous certificate. You cannot sit the T4 exam without holding a valid T3, or the T5 exam without a T4. The top of the treatment ladder is strictly sequential by design.
Getting Certified: The Experience Ladder
Passing the exam doesn't make you certified — it starts a three-year clock to submit your certification application with qualifying experience (22 CCR §63800). Here's what each grade requires:

Education can substitute for the additional experience years (not the certified shift/chief years): an associate degree in water or wastewater technology with 15+ science units, a bachelor's in engineering or the sciences, or a master's each buy back progressively more time — roughly one, one-and-a-half, and two years respectively.
T1 and T2 both require zero experience — and the T2 certification can be earned by passing either the T2 or T3 exam. That's why many California operators skip T1 entirely: take a fundamentals-of-treatment course, sit the T2 exam, get certified, and start banking the certified-operator time that T3 requires. The grades that gate on shift/chief time (T4, T5) are where careers slow down — those roles have to open up before the clock can even start.
The Exam Itself: Computer-Based for T1–T4
Treatment exams for T1 through T4 are now computer-based through Prometric — offered year-round at more than 30 testing centers across California. Once your exam application is approved, you get a 90-day window to schedule and sit the exam, and your result is emailed within one business day. No more waiting for a twice-a-year paper session.
The exception is T5, which still runs as scheduled in-person sessions — typically in Sacramento and Santa Ana, a few windows per year, with application postmark deadlines months in advance. The rules mirror distribution: one CEU equals 10 contact hours, a 3-unit college semester course is worth 45 contact hours, no more than 25% of hours can come from safety training, and renewal applications and fees are due 120 days before your certificate expires. Let it lapse and the recovery window is short — you have six months past expiration to complete your hours and apply for reinstatement, and if you're not reinstated within one year of expiration, the certificate is gone and you're back to taking the exam.
The dual-certificate bonus: if you hold both a treatment and a distribution certificate, the SWRCB lets the same contact hours count toward both renewals, as long as the hours were earned within each certificate's renewal period. Holding both costs far less upkeep than it appears to.
Reciprocity: Coming From Another State
Same story as the distribution side, and it's the strict one: California doesn't recognize the WPI/ABC standardized exam, so treatment operators moving in from ABC states generally can't transfer their certification.
